二、化妝品進口清關(guān)所需文件
1、進口貿(mào)易合同、外商發(fā)票、裝箱單、提單或運單；
2、國外官方原產(chǎn)地證與衛(wèi)生證；
3、國家藥監(jiān)局進口化妝品備案憑證或衛(wèi)生許可批件；
4、進口化妝品收發(fā)貨人備案號
5、進口化妝品中文標簽樣張和外文標簽及翻譯件以及標簽備案報告；
6、進口化妝品的名稱、規(guī)格、數(shù)重量、產(chǎn)地的詳細清單
 
 
三、進口預(yù)包裝化妝品中文標簽
1、進口化妝品的中文標簽要符合我國相關(guān)法律法規(guī)及國家技術(shù)規(guī)范的強制性要求。
2、進口化妝品應(yīng)有中文標簽標識注明：產(chǎn)品名稱，原產(chǎn)國（地區(qū)）,在中國依法登記注冊的代理商、進口商或經(jīng)銷商的名稱和地址，成分，進口批準文號或備案號，凈含量，保質(zhì)期，注意事項等。
3、進口報關(guān)時需要提供設(shè)計好的進口化妝品中文標簽與原外文標簽。

四、化妝品的進口代理流程：
1、提前辦理化妝品食品藥品監(jiān)督管理局備案憑證（批文）；
2、進口企業(yè)辦理進口化妝品收發(fā)貨人備案 ；
3、設(shè)計中文標簽，貼好標簽；
4、準備進口清關(guān)單證；
5、國外發(fā)貨到港；
6、報關(guān)報檢，海關(guān)出稅單；
7、繳稅，查驗，貼簽，放行；
8、送樣，取得檢疫合格證書。
 
五、辦理國家藥監(jiān)局進口化妝品備案批文所需資料
（一）檢測所需材料：
1、產(chǎn)品中、英文名稱； DESCRIPTION OF GOODS
2、國外公司中、英文名稱，中、英文地址，產(chǎn)品顏色形狀，生產(chǎn)日期，保質(zhì)期；
   Name of seller, seller’s add. both in English and Chinese. Color of goods, shape of goods, product date, guarantee period
3、產(chǎn)品配方說明（提供使用目的）； Prescription in details（use for purpose）
4、特殊用途化妝品應(yīng)提供功效成份、使用依據(jù)及功效成份檢驗方法的相關(guān)資料；.
  Goods in special purpose have to provide the effect, component, working principle, efficacy inspection and other information in details.
5、送檢樣品若干；（普通類提供帶完整包裝同一批號的樣品14個；特殊類依據(jù)不同具體類別確定樣品數(shù)量）（14個/≤10g,總150g）

6、產(chǎn)品說明書；

7、產(chǎn)品質(zhì)量標準及檢驗方法，并附中文譯本（各3份）（企業(yè)標準）；

8、生產(chǎn)工藝及簡圖；
   Manufacturing technique and drawing paper
9、產(chǎn)品原包裝（中文譯本）；
   Original package(Translate into Chinese)
10、產(chǎn)品在生產(chǎn)國或原產(chǎn)國允許生產(chǎn)銷售的證明文件；
    Certificate of product permit or the sales permit in country of origin.
11、生產(chǎn)企業(yè)授權(quán)國內(nèi)在華責任單位的授權(quán)書。
    Letter of attorney to the company in China.
12、如果國外化妝品企業(yè)是委托加工的，應(yīng)當提供生產(chǎn)廠的ISO9001等質(zhì)量體系認證證書或GMP證書的復印件，同時提供發(fā)證單位的證明材料；
    If it is a manufacturing consignment good, copy of ISO9001 certificate or GMP certificate must be provided by the foreign manufacture, and providing the certificates issued by the Competent authority.
